Interoperability Governance in Emergency Services in the European Union

This article discusses the aspects of interoperability governance for emergency services in the European Union based on the contribution from Wimmer et al (2018). In this analytical framework, we identify the political, strategic, tactical and operational governance aspects, and the different roles and responsibilities attributed to the actors involved.

After exploring whether and how certain implementations may interfere with the right to privacy and the protection of personal data, the authors detected key challenges stemming from non-compliance with the General Data Protection Regulation (GDPR).

The articles seeks to illustrate the methodology used for the elaboration of the risk map, starting from cartographic bases, in order to obtain a product in raster format that allows rapid spatial analysis in a GIS environment for processing.
