Aristotelio Panepistimio Thessalonikis (AUTH) is the largest research university in SE Europe. Its Artificial Intelligence and Information Analysis (AIIA) Lab has significant expertise in lightweight DNNs, real-time computer vision, big media data analysis and social media analysis. It currently participates in the H2020 RIA projects "AerialCORE" and "AI4Media", where it is researching DNN-based real-time computer vision/machine learning, AI robustness, privacy preservation algorithms and social media/text semantic analysis. AUTH is a founding member of the IEEE Autonomous System Initiative (ASI) and leads the International AI Doctoral Academy (AIDA), which connects 55 universities, 18 research centers or companies and the 4 H2020 ICT-48 RIA Networks of Excellence (https://www.i-aida.org/). AUTH was coordinator of the H2020 project "MULTIDRONE" (deep semantic visual analysis for drone fleets). AUTH will coordinate TEMA and will develop novel DNNs for semantic image/video/text analysis in real-time, content-based geospatial information retrieval, as well as AI robustness in the face of distribution shifts or data scarcity for DNNs. AUTH will also contribute by novel privacy preservation algorithms and by proposing "privacy-by-design" guidelines for visual analysis for drone fleets).

ATOS participates in many tasks and leads T3.5: Study AI model adaptability to extreme data conditions.

The Bavarian Red Cross (BRK) is a regional branch of the German Red Cross, integrated into the German Civil Protection System. The BRK plays a key role in the disaster management planning and immediate responses to major incidents to care for the population in the affected areas. It is the largest charity and disaster relief organization in Bavaria, and larges rescue service in Europe. It also relies on a large pool of volunteers and has, as a regional Red Cross body, been actively involved in liaising with local communities. As a result, BRK will bring extensive expertise to TEMA, as an end-user practitioner organization which is active in first and second response in Bavaria, as well as beyond: for example, in the SAR in West Germany during the flash flood in the Summer of 2021. BRK participates in various national and H2020 research projects, such as BroadWay and AIFER. For more than a decade the BRK is collaborating with several space-players to evaluate various analysis options based on satellite images. In view of the impact of the climate change, floods, storm and heatwaves, new systems as the answer to these dramatic situations are needed, to be able to respond faster in order to save more lives.
Role in the project

In TEMA, BRK will contribute to requirements analysis, design and host the 2 Central-European Regional Flood pilots, as well as aid in the validation of the TEMA platform. BRK will lead the trials specification effort.

The Municipality of Mantoudiou - Limnis - Agias Annas (D.MALIAN) is located in north-central Evia and belongs to the Region of Central Greece. It borders to the north with the Municipality of Istiaea - Edipsos, to the south with the Municipality of Dirfyon - Messapia, to the west it is 'washed' by the northern Euboean Gulf and to the east by the Aegean Sea. The Municipality consists of three (3) Municipal Units: The D.E. Kireos, the D.E. Elymnia and the D.E. Nileos.

Role in the project

D.MALIAN will evaluate the TEMA platform through its internal Department of Environment and Civil Protection and an operational room and bring their domain expertise to the project.

Fraunhofer HHI (FHHI) is a world leader in the development of mobile and optical communication networks and systems, fiber optical sensor systems as well as the processing of video signals and development of AI algorithms. Regarding the latter, FHHI brought forward one of the mostly used eXplainable AI (XAI) methods. Due its expertise in particular in XAI, FHHI is also involved in ITU focus groups dealing with AI Auditing in health and natural disaster management.
Role in the project

Within TEMA, FHHI is mainly responsible for human-interpretable explanations of the AI-generated predictions and recommendations and leads the task on explainable and robust analytics.

The German Space Agency at DLR plans and implements the national space programme on behalf of the federal government. DLR has >10.000 employees working in 55 research institutes across Germany. The Institute of Communications and Navigation (DLR-KN) performs R&D on digital radio communication and navigation, satellite navigation systems, and optical communication technologies, with significant participation in EU and ESA-funded projects. The German Remote Sensing Data Center (DLR-DFD) develops information products, methodologies and services based on earth observation (EO) data with involvement in numerous national and international projects and initiatives.
Role in the project

In TEMA, DLR-KN will develop innovative phenomenon modeling engines operating in near-real-time with high precision. DLR-DFD will develop satellite- and AI-based fire and flood detection and assessment services (up to global, up to near-real time) and data-fusion based decision support for early satellite data acquisition and processing.

KAMK acts as Technical partner in TEMA and will support in running the Finnish pilot.

Kainuu Rescue department (KAJ) are the regional emergency service operator for the Kainuu region of Finland. It is one of the 22 rescue services regions in the country. The Kainuu Department has 13 fire stations in the region and approximately 220 personnel. The administrative leader of the rescue department is the municipality of Kajaani, and the rescue board has representatives from across Kainuu. Common operations of the department include fires, search and rescue in winter and summer conditions, diving units, fire inspections and other similar tasks.

Role in the project

In TEMA, KAJ will contribute to requirement analysis, design and host the Finnish Forest Fire pilot and aid
in the validation of the TEMA platform.

Its principal purpose is to conduct theoretical and applied research and studies, particularly at strategic level, on security topics and policies. Moreover, it is the think-tank of the Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues; it also provides advisory and consulting risk-management services to an array of public and private organizations.
Role in the project

KEMEA leads WP2 that deals with the end-user (KEMEA, D.MALIAN, RAS, BRK, KAJ) requirements, system specifications/design, as well as regulatory/technology/ethics review and monitoring. KEMEA also, having extensive R&D expertise, will aid the four main end-users in hosting and designing their respective pilots.

ND has two main tasks at TEMA: One task is to take care of the generation and supply of the precise and interactive digital twin of the endangered areas. The second task is to collect all data acquired, process it and create a user-friendly and intuitive XR application to provide an operator in natural disaster management with an interactive map, useful real-time information and automated, XAI-generated proposals on how to proceed.

RAS will design and host the Mediterranean Forest Fire pilot and be involved in activities of communication, dissemination and engagement and also testing/validation of approaches and ideas.

Since then TSYL has further improved their wildfire science and technological capabilities through the participation in many FP6/7 IA and RIA being currently involved in two H2020 and one Horizon Europe projects.
Role in the project

In TEMA, TSYL will adapt and improve their operational forest fire simulator Wildfire Analyst by conducting research regarding its data assimilation model and the simulation results calibration model, as well as through the use of calibrated High-Resolution weather input data, with the goal to provide highly accurate near real- time fire behaviour simulation results.

Role in the project

In TEMA, the LC will lead WP7 which deals with communication, dissemination and exploitation plans and activities. It will also contribute to multiple tasks, in particular leading T2.3, T7.3 and participating in T5.3. Moreover, LC will contribute to design and fine tuning of the TEMA interactive visualization module, through a team of psychology experts.

As a part of UNIME, the Future Computing Research Laboratory (FCRLab) conducts advanced scientific research in the field of innovative computer computation. The laboratory has acquired expertise in the field of cloud and edge computing, artificial intelligence, and internet of things.
Role in the project

UNIME will develop a decentralized federated edge-to-cloud continuum infrastructure for a dynamic distribution of computation and artificial intelligence models over a large afflicted area. UNIME will lead a paradigm shift from programming environments for individual devices to dynamic and cooperating groups of nodes, exploiting the properties of a swarm.
